Many e-stims could be used via mobile phone from other side of the world.

I have heard people using 2.0 version of DG-Lab's e-stim unit. Now the 3.0 unit has been out for some time. This you can add extra sensor pads which can be attached to hand and leg restraints and collar... to track movement etc.
Add couple of these boxes and you have 4 places to shock...

e-stim 2B, good unit. with beta firmware many more options are available... This can be connected to the pc, and controlled remotely via their software. You need to buy the extra cables for this, which I can recommend too. You need that to do firmware upgrades.
Then there is software for the phone (stim-me.de). You can connect the phone using the otg adapter adapter usb-c to usb-a. Same cable that is used via pc and shock box, works here.
For better wireless fun. Get the Bluetooth box from there and the standard 3.5mm aux audio cable, which is used to transfer the data. That box is connected to e-stim unit with that box. Then Bluetooth connection from phone to Bluetooth box on a unit...
Phone app brings more features for the box. Better sound sensitivity and sound is picked up where the phone is, not where the shock unit might be hidden.
Movement sensor from the phone comes available. If phone is with the prisoner and prisoner moves too much, electric shock is administered. Other punishment features available too. Punishment length and power can be adjusted. For hardcore mode every time sound or movement triggers punishment, timer is reset and starts from 0. It can be set to 0-10 seconds. If prisoner gets another punishment, it can increase set level every time it get's triggered during the punishment timer is on.
Sensitivity of the sound and movement sensor can be adjusted. Also there is override punishment button which triggers correctional shocks.

Dog shock collar. Get good expensive one, with good range. Can be administered corrective shocks even over km away or through few walls. Like maybe monitoring room?

Cattleprod, that thing is nasty and prisoner quickly learns to respect and fear the whine, from the prod.

Conductive rubber, copper tape..
With copper tape you can electrify the cells floor, or chair etc.
Conductive rubber can be used for other "evil" purposes in cages etc. Like copper tape.

So internet enables committee members to correct the prisoners remotely if needed.
