If Prisoner is misbehaving, change computers normal keyboard for flexible silicone keyboard.
Then prisoners hands can be kept  cuffed behind back.
Modify prisoners gag so it has  bendable rubber stick or piece of rubber tubing coming out from the gag, which prisoner can use for typing. Soft and bendable, that it can not be used as a weapon against guards or committee members.
This type of keyboard is used in dirty/moisture rich environments, so prisoner drooling over the keyboard is no issue at all and can be force to lick clean.
Typing a month like this should make prisoner to think about misbehavior.
